You will have a Regional Controller for your unitary authority Emergency Management Committee. The Committee can choose the chief executive for this role if they are qualified. If not, the chief executive must choose someone else who is qualified. You need a Regional Controller to make big decisions. The chief executive must also choose someone to fill in if the Regional Controller is away. This fill-in person must be qualified to make these big decisions. The chief executive has to make sure there is always someone to make these decisions. They must choose a qualified person to be in charge when the Regional Controller is not available.
