In this part of the proposed Emergency Management Bill, you need to understand what some words mean. The word "applicable emergency" refers to the emergency that is happening when a state of emergency is declared. The power to make decisions is used in respect of this emergency. You will see the term "authorised Controller" - this means a Regional Controller, a District Controller. The term "property" includes many things like land, buildings, animals, and vehicles. It also includes equipment, food, water, medicines, and other supplies. The term "specified person" refers to certain people like the National Controller, a Regional Controller, a District Controller, or a constable. These are the people who may be involved in making decisions during an emergency.
