89Minor amendments to national emergency management plan

  1. A national emergency management plan may be amended by the Governor-General, by Order in Council made on the recommendation of the Minister, without a review of the plan under section 84 if the Minister is satisfied that the amendment is a minor change.

  2. A minor change to a plan is a change that—

  3. will have no effect on, or is not likely to affect, the rights of any person; and
    1. has no effect, or no more than a minor effect, on the obligations of any person.
