The Minister must consider a proposal about the national emergency management plan before making a decision. You will see this proposal developed by the Director-General under section 86. The Minister must approve this proposal. The proposal must be made public, made available, and presented to the House of Representatives after the Minister approves it, as stated in section 87. A proposal means a plan to change or replace the national emergency management plan, or to keep it the same. You can think of it as a suggested version of the plan. The proposal may include other material, like information from another source, as stated in section 216. This material must be in English or te reo Māori, or have a translation in one of these languages.
