25Multi-member and unitary authority Emergency Management Committees
An Emergency Management Committee is either a multi-member Emergency Management Committee or a unitary authority Emergency Management Committee.
A multi-member Emergency Management Committee is made up of—
- a regional council and the territorial authorities within the same region; or
- a unitary authority together with either or both of the following:
- 1 or more other unitary authorities whose districts border the unitary authority:
- a regional council whose region borders that of the unitary authority and the territorial authorities within that region.
- 1 or more other unitary authorities whose districts border the unitary authority:
A multi-member Emergency Management Committee is a joint committee under clause 30(1)(b) of Schedule 7 of the Local Government Act 2002.
A unitary authority Emergency Management Committee is made up of a single unitary authority.
If a unitary authority is a unitary authority Emergency Management Committee, the unitary authority is the Emergency Management Committee (rather than a member of the Emergency Management Committee) for the purposes of this Act.
A unitary authority Emergency Management Committee must appoint a committee under clause 30(1)(a) of Schedule 7 of the Local Government Act 2002 to perform and exercise its functions, duties, and powers as an Emergency Management Committee under this Act.
