You will have two types of Emergency Management Committees. They are multi-member and unitary authority Emergency Management Committees. A multi-member Emergency Management Committee is made up of a regional council and territorial authorities, or a unitary authority with other unitary authorities or a regional council. A unitary authority Emergency Management Committee is made up of a single unitary authority. If a unitary authority is a unitary authority Emergency Management Committee, it is the Emergency Management Committee. 25Multi-member and unitary authority Emergency Management Committees

  1. An Emergency Management Committee is either a multi-member Emergency Management Committee or a unitary authority Emergency Management Committee.

  2. A multi-member Emergency Management Committee is made up of—

  3. a regional council and the territorial authorities within the same region; or
    1. a unitary authority together with either or both of the following:
      1. 1 or more other unitary authorities whose districts border the unitary authority:
        1. a regional council whose region borders that of the unitary authority and the territorial authorities within that region.
        2. A multi-member Emergency Management Committee is a joint committee under clause 30(1)(b) of Schedule 7 of the Local Government Act 2002.

        3. A unitary authority Emergency Management Committee is made up of a single unitary authority.

        4. If a unitary authority is a unitary authority Emergency Management Committee, the unitary authority is the Emergency Management Committee (rather than a member of the Emergency Management Committee) for the purposes of this Act.

        5. A unitary authority Emergency Management Committee must appoint a committee under clause 30(1)(a) of Schedule 7 of the Local Government Act 2002 to perform and exercise its functions, duties, and powers as an Emergency Management Committee under this Act.
