When you help develop an emergency management plan, you must think about some things. You need to consider people's responsibility to look after themselves and future generations. You also need to think about the good things that come from managing hazards and risks. You must consider New Zealand's international obligations that are relevant. This means thinking about what New Zealand has agreed to do as part of international agreements. You have to do this when you are developing an emergency management plan under this proposed law. This applies to anyone who helps develop an emergency management plan under this proposed law.
