If you are appointed as a Regional Recovery Manager, a District Recovery Manager, or a Local Recovery Manager, some rules will apply to you. You can be appointed to this role whether or not you work for the local council. Your appointment can be made at any time, and you can be chosen by name or by the job you already have. You can be removed from the role or replaced at any time by the Emergency Management Committee or chief executive who appointed you. If you are acting in the role of a Recovery Manager, you can do the tasks and make decisions that the Recovery Manager would normally do in your area. 64Provisions applying generally to appointments of Regional Recovery Managers, District Recovery Managers, and Local Recovery Managers

  1. Subsections (2) to (5) apply in respect of an appointment under sections 60 to 63 of a person as a Regional Recovery Manager, a District Recovery Manager, or a Local Recovery Manager, or to act in the role of a Regional Recovery Manager, a District Recovery Manager, or a Local Recovery Manager.

  2. Any person may be appointed to the position, regardless of whether they are an employee of the relevant territorial authority.

  3. An appointment—

  4. may be by name or by reference to the holder of an office; and
    1. may be made at any time, regardless of whether a state of emergency or transition period is in force.
      1. The Emergency Management Committee, or chief executive, that made the appointment may, at any time, remove from office or replace the person appointed.

      2. A person acting in the role of a Regional Recovery Manager, a District Recovery Manager, or a Local Recovery Manager may perform or exercise the functions, duties, and powers of that Recovery Manager under this Act in respect of the area or district for which the Recovery Manager was appointed.
