When you look at the Public Works Act 1981, you need to consider that building, managing, and maintaining a prison or community work centre is like a Government project. This means it is a public work, even if the Government is not directly building or running it. The Public Works Act 1981 applies to these projects, including buying land or buildings for a prison or community work centre, as you can see in the Public Works Act 1981. You should think of these projects as Government works, which are also public works, according to the Act.
