"How prisons and community work centres follow the Resource Management Act"

When you think about prisons or community work centres, you need to consider the Resource Management Act 1991. For Part 8 of this Act, building, managing, and maintaining a prison or community work centre is like doing a public work that the Minister is responsible for paying for. This is true even if the prison or community work centre is not built, managed, or maintained by the government.
