285Proceedings not affected by vacancies

  1. No act or proceeding of the Council, or of any committee of the Council, or of any person acting as a member of the Council or any such committee, is invalidated merely because of a vacancy in the number of the Council or committee at the time of the act or proceeding, or of the subsequent discovery that there was some defect in the appointment of any person so acting, or that he or she was incapable of being or had ceased to be such a member.
