The Board has to get the Minister's approval before making a notice under section 28 or 30. You need to know the Minister will look at the proposed notice and decide to approve it or not. The Minister will tell the Board if they do not approve the notice and why. The Minister can also ask the Board to change the notice and send it back. The Board has to send the changed notice to the Minister as soon as possible. A notice can be made under section 28 or 30 after the Minister approves it. The Minister has to make a decision as soon as possible after getting the proposed notice. You are involved in this process because the Board has to follow these rules. The Board cannot make a notice without the Minister's approval.
