  1. In any case to which section 106 applies, the Board may order the person concerned to pay to the Board any sum that it considers just and reasonable towards the costs and expenses of, and incidental to,—

  2. the investigator’s investigation of the complaint:
    1. the prosecution of the complaint by the investigator:
      1. the hearing by the Board.
