87USelf-containment certification authority may issue certificate of self-containment

  1. A person may apply to a self-containment certification authority for a certificate of self-containment for a motor vehicle.

  2. The self-containment certification authority may accept or decline the application.

  3. If the self-containment certification authority accepts the application, it must—

  4. arrange for a motor vehicle inspector appointed by the authority to carry out a motor vehicle inspection of the vehicle; and
    1. ensure that the inspection is carried out in accordance with requirements prescribed by regulations, and by notices issued by the Board under section 87F; and
      1. consider the findings of the inspection; and
        1. issue a certificate of self-containment if it is satisfied of the specified matters.
          1. In this section, the specified matters are that—

          2. the vehicle is equipped with a toilet that is—
            1. permanently fixed to the vehicle; and
              1. usable within the vehicle; and
              2. the vehicle meets the requirements for self-containment prescribed by regulations; and
                1. the person applying for the certificate has paid any required levy prescribed by regulations.
