The Minister can recommend making certain regulations if they talk to people who will be affected by them. You need to be told who these people are and the Minister must think they represent the people who will be affected. The Minister also needs to be sure the regulations will help manage the bad effects of freedom camping on the environment. The Minister can also recommend making other regulations if they talk to people who will be affected or to people who represent them. This is for regulations under section 172(1A), section 172A(1), or 172B(2). The Minister must consider who will be significantly affected by the regulations.
