87RBoard must give self-containment certification authority reasonable opportunity to be heard

  1. Before taking any of the actions referred to in section 87Q(1), the Board must—

  2. inform the self-containment certification authority concerned that it may take any of those actions, and why; and
    1. give that person a reasonable opportunity to make written submissions and be heard on the question, either personally or through that person’s representative.
