Biosecurity Act 1993

Pest management - Policy direction

58: Process for amending or revoking and replacing national policy direction

You could also call this:

"How to change New Zealand's national policy direction in a big or small way"

If you want to change the national policy direction in a big way, the Minister must prepare the proposed change and follow the process in section 57(2) to (8). The Minister will do this if they think the change will make a big difference to the direction. You can find out more about this process in the linked section.

If the Minister wants to make a small change to the national policy direction, they must approve the change and send a copy of it to every management agency and regional council. The Minister will do this if they think the change will not make a big difference to the direction. They will make sure everyone who needs to know gets a copy of the change.

If the national policy direction is to be revoked and replaced, the Minister must follow the process in section 57(1) to (8). This is like making a big change, but it means getting rid of the old direction and making a new one. You can find out more about this process in the linked section.

Some changes to the national policy direction are called secondary legislation, which means they have to be published in a certain way, as explained in Part 3 of the Legislation Act 2019. This includes making big changes or replacing the direction altogether. The Minister must make sure these changes are published correctly.
