Animal Products Act 1999

Export of animal material and products - Export requirements and official assurances

61A: No Crown liability

You could also call this:

"The government is not responsible if you lose money because another country won't accept New Zealand animal products."

The Crown is not responsible if you lose money because another country does not let animal products into their market. You cannot blame the Director-General or Ministry employees for this loss either. If another country's rules stop animal products from being exported, the Crown and its employees are not liable for any loss that happens because of this.
