    1. every provisional licence holder:
      1. every person who is no longer a registered person but who was a registered person at the time of the relevant conduct:
        1. every person who is no longer a provisional licence holder but who was a provisional licence holder at the time of the relevant conduct:
          1. every person who is the subject of an order of the Board under this Part.
