This part of the law used to talk about the duties of members, but it has been removed. The government took it out of the Electricity Act 1992 on 1 November 2010. They did this when they made changes to the rules about electricity in New Zealand. If you want to know more about why they did this, you can look at the Electricity Industry Act 2010.
