You can examine goods that are no longer controlled by Customs. The rules for this are in the Search and Surveillance Act 2012, except for some parts. You can find these rules in section 152. Some parts of the Search and Surveillance Act 2012 do not apply to goods that have been forfeited to the Crown. These parts are sections 125(4), 131(5)(f), and 133, and some other subparts. They do not apply because of a special rule. The special rule says that some rules from the Search and Surveillance Act 2012 do not apply to forfeited goods. This is stated in the law to make it clear. You can find more information about this in the Search and Surveillance Act 2012.
