When some parts of the Search and Surveillance Act 2012 are not yet in force, you need to think of them as if they are. This is only for the purposes of other parts of the Act that are already in force and that refer to those parts. You do this until the parts that are not yet in force actually come into force. The parts that are not yet in force include sections 14(2) and 18(2), the definition of document in section 79, and some other sections like 81(2)(a) to (d), 98(2), 99 to 101, 105, and 107, as well as parts of the Schedule. You have to consider these parts as if they are in force when you are looking at other parts of the Act that are already in force and that mention them. This helps make sure everything works together properly during the time when some parts of the Act are not yet in force.
