The Minister can decide how much fish foreign countries can catch in New Zealand's exclusive economic zone. You need to know that the Minister looks at how much other countries have fished in the zone and how well they work with New Zealand. The Minister also considers how well these countries help with fish research and follow the law. The Minister thinks about how countries co-operate with New Zealand to conserve fish and enforce the law. You should look at the link to learn more about the law. The Minister can also consider other important matters after talking to the Minister of Foreign Affairs and Trade. The Minister's decision is based on several factors, including how well countries follow international rules. The Minister can change the amount of fish foreign countries can catch at any time. This rule applies to most types of fish, but not to highly migratory species.
