The government appoints people to be fishery officers to help enforce and manage the Fisheries Act. You can find out how they are appointed by looking at the Public Service Act 2020. Some people are automatically considered fishery officers, like officers in charge of New Zealand Defence Force vessels or aircraft, and constables.
