Designing the New Zealand Civil Air Ensign (a special flag) and deciding who can use it.

30Rules relating to general matters

  1. Without limiting the power conferred by section 28, the Minister may make ordinary rules for all or any of the following purposes:

  2. the designation, classification, and certification of all or any of the following:
    1. aircraft:
      1. aircraft pilots:
        1. flight crew members:
          1. air traffic service personnel:
            1. aviation security service personnel:
              1. aircraft maintenance personnel:
                1. aviation examiners or medical examiners:
                  1. air services:
                    1. air traffic services:
                      1. aerodromes and aerodrome operators:
                        1. navigation installation providers:
                          1. aviation training organisations:
                            1. aircraft design, manufacture, and maintenance organisations:
                              1. aeronautical procedures:
                                1. aviation security services:
                                  1. aviation meteorological services:
                                    1. aviation communications services:
                                      1. any other person who provides services in the civil aviation system, and any aircraft, aeronautical products, aviation related services, facilities, and equipment operated in support of the civil aviation system, or classes of such persons, aircraft, aeronautical products, aviation related services, facilities, and equipment operated in support of the civil aviation system:
                                      2. the setting of standards, specifications, restrictions, and licensing requirements for all or any of those persons or things specified in paragraph (a), including but not limited to the following:
                                        1. the specification of the privileges, limitations, and ratings associated with licences or other forms of approval:
                                          1. the setting of standards for training systems and techniques, including recurrent training requirements:
                                            1. the setting of medical standards for personnel:
                                              1. the requirement for proof of access to appropriate weather services:
                                                1. the specification of standards of design, construction, manufacture, maintenance, processing, testing, supply, approval, and identification of aircraft and aeronautical products:
                                                  1. the requirements for notification of insurance coverage for air services:
                                                    1. the format of aviation documents, forms, and applications, including the specification of information required on all application forms for aviation documents:
                                                      1. the provision of information to the Authority or the Director by applicants for or holders of aviation documents:
                                                        1. the requirements relating to the classification of aviation examiners and medical examiners and any related standards and restrictions on the exercise of their functions and powers:
                                                          1. the requirements for the grant of delegations by the Director under section 27O(2):
                                                            1. the requirements for the purposes of determining suitably qualified medical examiners and establishing the criteria for standard medical assessments under section 27O(2):
                                                              1. the requirements and criteria for determining medical experts acceptable to the Director for the purposes of reaching an accredited medical conclusion:
                                                              2. the conditions of operation of foreign aircraft and international flights to, from, or within New Zealand:
                                                                1. to provide for the privileges of an air operator certificate to include conducting air operations in Australia:
                                                                  1. the definitions, abbreviations, and units of measurement to apply within the civil aviation system:
                                                                    1. prescribing the design and colours of the New Zealand Civil Air Ensign, and where and by whom it may be flown.
                                                                      1. Ordinary rules under this section are secondary legislation (see Part 3 of the Legislation Act 2019 for publication requirements).
