"The Minister can choose special airports that need extra protection"
The Minister can choose special aerodromes or navigation installations that need extra security. When the Minister does this, they publish a notice in the Gazette. The Gazette is like a special newspaper for important government announcements.
If the Minister wants to change their mind about a security designation, they can do that too. They can remove the special security status from an aerodrome or navigation installation, or they can change it. To do this, they would again put a notice in the Gazette.
This rule helps keep air travel safe by allowing the government to decide which places need more protection.
