Civil Aviation Act 1990

Rules

32: Procedures relating to rules

You could also call this:

"How the government makes rules for flying in New Zealand"

When making rules for civil aviation, there are two types: ordinary rules and emergency rules. Each type has specific requirements.

For ordinary rules, the Minister needs to sign them. These rules must include a statement that explains what the rule is trying to achieve and how much consultation happened when making it. The rule also needs to clearly state all its requirements, unless some information is included by referring to another document.

Emergency rules are a bit different. The Director signs these instead of the Minister. Like ordinary rules, they need to explain their purpose and how much consultation took place before the rule was made. Emergency rules also need to fully explain what they require, unless they refer to information in another document.

Both types of rules are important for managing civil aviation in New Zealand. They help make sure that flying is safe and well-organised.
