Civil Aviation Act 1990

Unruly passenger offences - Preliminary provisions

65B: Liability for offences against this Part despite extraterritoriality

You could also call this:

"You can get in trouble for breaking aviation rules even when you're not in New Zealand"

You can be held responsible for breaking the rules in this part of the law even if you do it outside of New Zealand. If you do something on an aeroplane that's flying outside New Zealand, and that action would be against the law if you did it in New Zealand, you can still get in trouble. The law treats it as if you did it in New Zealand, even though you were somewhere else.
