Civil Aviation Act 1990

Offences and penalties - General offences

49B: Operating unauthorised non-scheduled international flight or carrying on non-scheduled international flight contrary to licence

You could also call this:

"Flying internationally without proper permission or breaking flight rules can lead to fines"

You can break the law if you operate an international flight that isn't part of a regular schedule without proper permission. This applies to two situations:

If you run a non-scheduled international flight that should follow the rules in section 87ZE, but you don't follow those rules, you're breaking the law.

If you have a special licence called an open aviation market licence, and you operate a non-scheduled international flight in a way that doesn't match what your licence says you can do, you're also breaking the law.

If you break this law and you're found guilty, you'll face a punishment. If you're an individual person, you might have to pay a fine of up to $6,000. If you're a company or organisation, you might have to pay a fine of up to $30,000.
