Civil Aviation Act 1990

International air services licensing - Non-scheduled international flights

87ZE: Commercial non-scheduled international flights not to be operated except as authorised by Secretary

You could also call this:

"Non-scheduled international flights need special permission"

You can't operate a non-scheduled international flight that carries passengers, cargo, or mail for payment between New Zealand and other countries unless the Secretary allows it. The Secretary can set conditions for these flights based on guidelines from the Minister.

The Minister creates guidelines for the Secretary to use when regulating these flights. The Minister can change these guidelines when needed.

If you ask the Secretary for a copy of these guidelines, they must give you one.

Remember, this rule doesn't apply to some flights covered by section 87Z.
