"Who can provide security at special airports and facilities"

Aviation security services at special airports or air navigation facilities can be provided by two groups: the Aviation Security Service or the company running the airport or facility. If you run an airport or air navigation facility, you can't provide security services there unless you have a special document from the Director. This document is called an aviation document. If you have this document, you must follow all the rules that come with it.
