If you want to renew your class 4 venue licence, you can apply to the Secretary before it expires. You need to fill out the right form and include any extra information the Secretary asks for, which is listed in section 65. The Secretary might send your application back if it's not complete.

The Secretary will look at your application like it's a new one, using the same rules as in sections 66 and 67. The Secretary can refuse to renew your licence if you don't have the right operator's licence, or if they're not happy with the results of their investigation, which looks at things mentioned in section 67.

The Secretary also needs to be sure you follow the rules, including those in section 69A, and that you will keep following them. If you apply for renewal before your licence expires, and the Secretary hasn't refused your application, your licence will still be valid after it expires, unless your operator's licence is cancelled or suspended.
