398Chief executive not to decline application without giving applicant opportunity to make submissions

  1. The chief executive shall not decline an application for an approval under section 396 without giving the applicant—

  2. a copy of any information on which the chief executive relies in proposing to decline the application; and
    1. a reasonable opportunity to make written submissions to the chief executive in relation to that information.
