Regulations, other Orders in Council, and rules - Rules for performance measures
261A: Purpose of rules specifying performance measures
You could also call this:
"Rules make sure we can compare how well different local councils are doing their jobs"
The rules about performance measures have a special purpose. They are meant to create standard ways to measure how well local authorities are doing their jobs. These standard measures will help you compare different local authorities and see how good their services are for different groups of activities. This way, you can easily understand if one local authority is doing better or worse than another in providing certain services.
When the rules mention 'performance measures', they're talking about ways to check how well something is being done. For local authorities, this could be things like how quickly they respond to problems or how clean they keep the streets.
By having the same measures for all local authorities, it's easier for you to see which ones are doing a good job and which ones might need to improve. It's like having the same test for all students in different schools, so you can see how well each school is teaching.
You can find more information about how these rules are made in section 261B of the law.
261B: Secretary must make rules specifying performance measures, or
"The Government must create rules to measure how well councils manage important services like water, roads, and flood protection."
