258CHow Crown Observer appointed

  1. The Minister must appoint a Crown Observer by notice in writing. The notice must include the following information:

  2. the terms of reference of the Crown Observer, including—
    1. an outline of the problem in relation to which the Crown Observer has been appointed; and
      1. the extent of his or her authority; and
      2. the start and end dates of the appointment; and
        1. the start and end dates of the observation period.
