The Minister can choose a group of people to be in charge of water services. You might see them called Crown commissioners—water services. The Minister picks one of these people to be the leader.

When the Minister chooses people for this job, they tell them in writing. This notice includes important details like what the group is supposed to do. It also says how long they will be in charge and which local area they are responsible for.

The notice has to include reasons why the Minister made this choice, what problem they are trying to fix, and what the group can and cannot do. You can find more information about how this law was changed by looking at the Local Government (Water Services) (Repeals and Amendments) Act 2025.
