  1. If a consultation document under section 93C or 93D relates to a proposal to provide for the making of a decision to which section 97 applies, that consultation document must include—

  2. the details of the proposed decision:
    1. the reasons for the proposed decision:
      1. an analysis of the reasonably practicable options, including the proposal, identified under section 77(1):
        1. in respect of a proposal to transfer ownership or control of a strategic asset from the local authority to any other person,—
          1. a description of any accountability or monitoring arrangements to be used to assess the performance of that person and any other person in regard to the asset; and
            1. an assessment of whether there are any conflicts of interest arising from the proposed transfer of the control or ownership of the asset, and, if so, what they are and how they will be managed.
