When you look at an election advertisement, it might be promoting both a party and a candidate. If an advertisement does this, the costs of the advertisement must be split between the party and the candidate. The costs are split based on how much the advertisement promotes the party and how much it promotes the candidate.

The costs of the advertisement include the expenses for both the party and the candidate parts of the advertisement. You calculate the promotion of the party and the candidate based on the type of advertisement it is. For example, if it is a television advertisement, you would consider how much of the advertisement is about the party and how much is about the candidate.

Only the costs that are allocated to the party are considered the party's election expenses. You can find more information about how this rule was introduced by looking at the Electoral (Finance Reform and Advance Voting) Amendment Act 2010.
