Section 396 of the law will stop being in effect at the end of 31 March 2003. This means that after this date, the rules in Section 396 will no longer apply. You can think of it like a use-by date for that part of the law. Once the clock strikes midnight on 31 March 2003, Section 396 will no longer be active or useful.
