This provision talks about changes to the law for the Motor Vehicle Account. It sets a date for these changes to happen, which is called the 'effective date'. The effective date will be either 1 July 2019 or an earlier date that the Minister chooses.

When the effective date comes, three things will change:

1. They will remove some words from section 213(7)(b) of the law.
2. They will completely remove section 215 of the law.
3. They will also remove section 329(1)(m)(ii) of the law.

If the Minister decides to set an earlier date, they need to announce it officially. This announcement is called 'secondary legislation', which means it has to follow certain rules about how it's published.

These changes are about removing parts of the law that deal with something called 'residual levies' for the Motor Vehicle Account.
