"Rules for collecting old work safety fees"

The law says that an older rule about collecting money for health and safety at work still applies in some cases. This rule is about a fee that bosses and people who work for themselves had to pay. It's only for the time before a certain date when a new law started. The old rule tells how to collect this money, even though it's from the past.
