19Commission and Minister must consider purpose set out in section 18 and additional matters

  1. If the Commission or the Minister (as the case may be) is required under this Part, Part 2AA, or any of Schedules 1, 3, and 3A to make a recommendation, determination, or a decision, the Commission or the Minister must—

  2. consider the purpose set out in section 18; and
    1. if applicable, consider the additional matters set out in Schedule 1 regarding the application of section 18; and
      1. make the recommendation, determination, or decision that the Commission or Minister considers best gives, or is likely to best give, effect to the purpose set out in section 18.
