The Governor-General can change the annual telecommunications development levy by Order in Council. You can find the levy in Schedule 3B, and the Governor-General can reduce it for one or more years if the Minister recommends it. The Minister will only recommend this if they think the full amount is not needed for the purposes outlined in section 90.

92Annual telecommunications development levy may be reduced by Order in Council

The Governor-General may, by Order in Council made on the recommendation of the Minister, amend Schedule 3B by reducing the annual telecommunications development levy set out in that schedule for 1 or more future years.
The Minister must not recommend the making of an order unless the Minister is satisfied that the full amount set out in Schedule 3B is not required for the purposes in section 90.
An order under this section is secondary legislation (see Part 3 of the Legislation Act 2019 for publication requirements).
