When a draft decision is made about who is liable, it must include some important information. You need to know the amount of qualified revenue for each person who is liable. The decision must also say how much each liable person has to pay for the telecommunications development levy, and this is calculated using a special formula.

The people making the decision, called the Commission, must explain how they came up with the decision and why they made it. They get to choose what kind of revenue to use when making their decision, like whether to use the total amount of money or the amount after costs are taken out.

The Commission's decision must follow the rules and include all the necessary information, and you can find more information about the rules that the Commission follows in the Telecommunications (TSO, Broadband, and Other Matters) Amendment Act 2011.
