When an area becomes a specified fibre area, some rules about telephone services do not apply anymore. You need to know that these rules are called Telecommunications Service Obligations or TSO instruments. The rules that no longer apply are the ones about the local residential telephone service, except for 111 call services, and the TSO network service.

The rules about the local residential telephone service and the TSO network service are set out in documents called the Telecommunications Service Obligations Deed. These documents are important because they say what telephone companies must do to provide services to you. They are changed by a law called the Telecommunications (New Regulatory Framework) Amendment Act 2018, which you can read more about on the legislation website.
