53Procedure for determinations

  1. For a determination made under this Part, the Commission—

  2. is not bound by technicalities, legal forms, or rules of evidence:
    1. may inform itself of any matter relevant to the determination in any way it thinks appropriate:
      1. must consider all submissions made in relation to the determination and all information and opinions presented or expressed at any conference or public hearing in relation to the determination.
