69APurpose of Part

  1. The purpose of this Part is to provide for matters relating to the structural separation of Telecom to facilitate—

  2. the promotion of competition in telecommunications markets for the long-term benefit of end-users of telecommunications services in New Zealand; and
    1. efficient investment in telecommunications infrastructure and services.
