When you read this part of the law, some words have special meanings. MBSF refers to the Mobile Black Spot Fund that the Minister announced on 12 March 2015. RBI2 refers to the extension of the Rural Broadband Initiative that the Minister also announced on 12 March 2015.

A relevant service is a type of telecommunications service that uses special infrastructure. For RBI2, this infrastructure is part of a broadband network that was built using money from the Crown. For MBSF, this infrastructure is a cellular mobile telephone network that was built using money from the Crown.

You are a service provider if you provide a relevant service, which means you offer a type of telecommunications service that uses this special infrastructure. The law was changed by the Telecommunications (Property Access and Other Matters) Amendment Act 2017 to include these definitions.
