In this part of the law, some words have special meanings. When you use a telecommunications service, you are a consumer, which means you are the end-user of the service. You use the service, like your phone or internet.

The law also talks about an industry dispute resolution scheme, which is a way to solve problems between you and a telecommunications company. This can be the Telecommunications Dispute Resolution scheme or another scheme set up by the industry to deal with consumer complaints. But it does not include a scheme defined in clause 2 of Schedule 3C.

The law defines some other important words, like scheme member, which is someone who belongs to an industry dispute resolution scheme, and scheme provider, which is the person in charge of the scheme. You might be a scheme member if you use a telecommunications service and the company is part of a dispute resolution scheme. The scheme provider is responsible for making sure the scheme works properly.
