The Commission can decide where fibre internet services should connect to each other. They will tell everyone about these connection points in a public notice. You can think of these connection points like meeting spots where different fibre networks can talk to each other.

The Commission can describe these connection points in a few ways, such as by referencing a specific fibre network, a location on a map, or the Ultra-Fast Broadband initiative. They can change or cancel a notice in the same way they made it. If they want to change a connection point, they must have a good technical reason and make sure it aligns with what is said in section 162.

When the Commission first makes a notice, it must use the connection points that were already in use on 31 December 2019 under the Ultra-Fast Broadband initiative. They can also add new connection points if they want to.

231Specified points of interconnection

  1. The Commission may, by public notice, prescribe points of interconnection for the purposes of establishing fibre handover points.

  2. The notice may prescribe a point of interconnection by reference to 1 or more of the following:

  3. a regulated fibre service provider’s network:
    1. a geographical location:
      1. the UFB initiative.
        1. The Commission may amend or revoke a notice in the manner in which it was made.

        2. However, the Commission must not amend a specified point of interconnection unless the amendment—

        3. is for an appropriate technical purpose; and
          1. is consistent with the purpose in section 162.
            1. The first notice made under this section—

            2. must prescribe points of interconnection based on the points of interconnection that apply as at the close of 31 December 2019 under the UFB initiative; and
              1. may prescribe additional points of interconnection.
