A declaration is made by giving notice, but Chorus and Spark are already declared to be network operators. You can find out more about what this means in the Telecommunications Act 2001. A declaration can be revoked by giving notice, even for Chorus and Spark.

A notice that makes or revokes a declaration is called secondary legislation, which has its own rules for publication, you can learn more about this in Part 3 of the Legislation Act 2019. This helps keep track of changes to declarations. You can look up the rules to understand how it works.
